Any property entered into the Service shall not be made available to any broker or firm not a Participant of the Service without the prior consent of the listing broker. A Participant with licensees who are subject to a fee waiver under Section 6.1 may not make available to those licensees listings of other brokers in the MLS. The preceding sentence does not prohibit a licensee from accessing listing records from another MLS or from any other source lawfully available to the licensee.
